3.9 regression - "Drag and drop onto image" flips in RTL lang.

      1. Login as a Teacher, and add a "Drag and drop image onto picture" question type to a Quiz. 
      2. Switch to any RTL language (i.e Hebrew or Arabic)
      3. Start the quiz preview, and make sure the DD question drop zones are properly placed, when in RTL mode.
      4. Switch language to English, and make sure the DD question drop zones are still properly placed.

      Since upgrading to 3.9.1+

      These question types got flipped.
