Break down the Manage site administrators by email domain and sort

      1. Create 3 users with some email domains shared and others not, such as:
        test1@example.org
        test2@example.org
        test3@acme.com
      2. Navigate to Site administration -> Users -> Permissions -> Site administrators
      3. Set these users as site admins
        1. Confirm that the users are groups by email domain in domain order alphabetically

      Just some minor UX improvements with the site admin list in:

      /admin/roles/admins.php

      1) group the users by domain, but keep the primary admin user at the top

      2) sort the users within each group

      3) Sort the potential users in the same way too
