Course overview: if site admin disables 'Removed from view' filter, users can still click "Remove from view" in the course overview. (If users do so, they cannot find a way to 'Restore to view' those courses afterward)

If a site admin configures the "Course overview" block disabling 'Removed from view' filter, users can still click "Remove from view" courses in the course overview.  If a user does so, the user cannot find a way to 'Restore to view' those courses afterward.
