Testing Instructions:

2. Upon completion, scroll down to quizaccess_seb
3. Confirm you see Success and there is no blank progress bar

Noticed during installation of the "Safe exam browser" quiz access rule, an empty progress bar artefact was added to the page even when none required:

- - Sort By Name
  - Sort By Date
  - Ascending
  - Descending
  - Thumbnails
  - List
  - Download All
