Allow text filters to add stuff to page footer

      Description

      Some text filters have a need to insert stuff near the bottom of a page. The jsmath filter is an example, see http://moodle.org/mod/forum/discuss.php?d=56416. Filters are already allowed to supply javascript for the header, so we could similarly allow them to provide content for the footer.

        The problem with this is the option to cache filtered text in the database. So this content would have to be added unconditionally to the footer whenever the filter is active, but I guess that is OK.

        This was fixed ages ago with the JavaScript changes in Moodle 2.0. Closing.
