Create 6 new users

Create a new course

Enrol all 6 users as students on the course

Navigate to the course participants page

Append the following to the current URL: "&perpage=3" and hit enter (this will cause the participants list to start paging)

Press the Select all 6 users button

Confirm the With selected users... element is enabled and usable

Description

When clicking on the "Select all X users" (X being the number of currently filtered participants) button in the participants page, the "With selected users..." drop-down menu does not get activated.
