The "Select all X users" button doesn't activate the drop-down menu in Participants Page

      1. Login as admin
      2. Create 6 new users
      3. Create a new course
      4. Enrol all 6 users as students on the course
      5. Navigate to the course participants page
      6. Append the following to the current URL: "&perpage=3" and hit enter (this will cause the participants list to start paging)
      7. Press the Select all 6 users button
      8. Confirm the With selected users... element is enabled and usable

      When clicking on the "Select all X users" (X being the number of currently filtered participants) button in the participants page, the "With selected users..." drop-down menu does not get activated.
