Licences default to order in settings rather than the set default in the filepicker.

      On a newly created site:

      1. Log in as Admin.
      2. Create a new user (Site administration > Users > Accounts > Add a new user).
      3. Go to Site administration > Licences > Licence settings.
        1. Set "Default site licence" = "Creative Commons".
        2. Enable "Remember user licence preference" (should be enabled by default).
        3. Save changes.
      4. Login as the user that was previously created.
      5. Go to 'Private files'.
      6. Click on the "Add.." button to add a file in the Private files area
      7. Select "Upload a file"
        • confirm that "Creative commons" is the preselected license in the filepicker
      8. In the filepicker:
        1. Choose a file.
        2. Change the license from "Creative commons" to "Creative commons - No Commercial".
        3. Upload this file.
      9. After the file is added in the Private files area, click again on the "Add..." button and select "Upload a file"
        • confirm that "Creative commons - No Commercial" is now the preselected license in the filepicker

    Description

      This bug was found in MDLQA-15065.

      In 3.9 we introduced a way to add new licenses and the way that the default license behaves has changed.

      Replication steps:

      1. Log in as the admin and go to "Site administration > Licences > Licence settings.
      2. Change the licence to a different licence to (Not License not specified)
      3. Go to your private files.
      4. Select upload a file.
      5. The default is set to "Licence not specified"
