Content bank misuses userquota as upload filesize limit

    Description

      When uploading a h5p file to the content bank, for some reason the file must not be larger than the amount of space configured for each user's private files area (setting "userquota"). Why is this the case if the uploaded h5p files do not even count towards that quota? I suggest using the usual upload file size limit (setting "maxbytes") or the course specific override of that instead.

      This is a problem for us specifically because we set the upload size limit to 250MB but the user quota to 100MB. So our users can't upload their 130MB H5P files to the content bank to edit them.
