Qtype_essay file-size limit: it says "0 bytes" for students when "Site upload limit" is set

      1. Create a course.
      2. Create a quiz in the course.
      3. Add an essay question to the quiz with the following settings:
        1. Response Options > Allow attachments: Unlimited.
        2. Response Options > Maximum file size: Site upload limit.
      4. Enrol a student in the course.
      5. Login as the student and attempt the quiz.
      6. In the essay file picker, check that it says "Maximum size for new files: XMB", where "XMB" is the max size that the site allows. E.g. 256MB. It should not say 0 bytes.
