Create a course.

Create a quiz in the course.

Add an essay question to the quiz with the following settings:

Response Options > Allow attachments: Unlimited.

Response Options > Maximum file size: Site upload limit.

Enrol a student in the course.

Login as the student and attempt the quiz.

In the essay file picker, check that it says "Maximum size for new files: XMB", where "XMB" is the max size that the site allows. E.g. 256MB. It should not say 0 bytes.
