Sort capabilities in capability overview tool

      1. Navigate to Users > Permissions > Capability overview in site administration
      2. Visually confirm the list of capabilities is sorted alphabetically by name
      3. Search for "block"
      4. Confirm that the matching capabilities are still sorted by name
      5. Scroll down and select all "moodle/*" capabilities (Ctrl + Click)
      6. Select Roles: All
      7. Press Get the overview
      8. Confirm selected capabilities are now listed and sorted under the Permissions in... headings

      Using the capability overview tool, and scrolling through the list of capabilities is somewhat confusing because it's not obvious how they are ordered (by contextlevel, component, name) - to make the list clearer, we could sort by the capability name
