Deprecate any functions & templates no longer used.

It is possible that with the new navigation being implemented existing navigation elements, classes & templates may no longer be needed. We should follow our deprecation process to avoid leaving odd ends & unused code within core.

If deprecations are handled within the prior issues then this issue may be closed without action.

Acceptance criteria

• Any deprecations follow the Moodle deprecation process
