Steps to reproduce:

1. Use the feature to rename roles in a course to (Or create new roles with these names):
   • Studyer & learner
   • Teacher >= editor
   • Teacher < editor
2. Go to Coure settings -> Users -> Permissions
3. Click the + icon to add roles to a permission.

Expected result: It works.

Actual result: role names are double-escaped, so appear with & < and >
