[MDL-70335] Changing forum subscription mode from Forced to Auto subscription does not subscribe the users - Moodle Tracker

Testing Instructions:

Create a forum

Set subscription mode to "Forced subscription"

Go to the forum main page.

Click on the "cog" icon.

Click on the "Auto subscription" link

Click on the "Show/edit current subscribers"

You see no subscriber. You should see all subscribers.

This behaviour only happens when the subscription mode is changed from the "cog" icon in the forum page.

When subscription mode is changed in the "Edit settings" page of the forum, people is subscribed.

This issue is a subset of MDL-38224.
