Plugin callback for H5P "Alter Semantics"

      Description

      Other platforms implementing H5P have such a plugin callback, so Moodle should too. Consider the code on this H5P.org help document, which is referenced fairly extensively online - the kind of plugin callback it refers to is not currently available to general plugins in Moodle, only to the theme renderer.

      I propose adding a callback h5p_alter_semantics, which would take the same arguments as \core_h5p\framework::alterLibrarySemantics, and be called after the renderer's h5p_alter_semantics callback.
