Kick off a behat run against either Chrome, or Firefox

Confirm that the browser does not open, then close, then re-open for the first scenario

Confirm that after a test finishes the browser closes, then reopens once only

You can now cancel the rest of the tests.

Description

Following from ~~MDL-69232~~ the browser currently opens, closes, and then opens.

Marking the first javascript scenario as seen needs to be moved slightly later.
