Messaging UI controls covered by MacOS scroll bars

      Please test this on MacOs using Safari, Chrome and Firefox

      1. In your MacOS settings configure the "Show scroll bars" setting to be "When scrolling"
      2. Open the browser and login to Moodle as admin
      3. Navigate to a page that scrolls, for example the Site Administration page
      4. Open the message drawer
      5. You should see a bit of space on the right side of the message drawer
      6. Scroll down the page, you should see the scrollbar appear when scrolling
      7. Verify the scrollbar does not overlap the message drawer close button
      8. Change the browser size to a mobile size (767px wide or less)
      9. Verify there is no space on the right side of the message drawer

      A number of buttons in the Messaging drawer are right on the edge of the window, and are covered by the MacOS scroll bar when scrolling.

      When you subsequently mouse over them, then the scrollbar becomes larger and it is not possible to interact with them at all.

      This problem is much worse on Firefox, where the scrollbar remains once you mouse over it. Setting scroll bars in MacOS to "Always on" adds appropriate padding in the application layer making this trickier to replicate.
