When using the UI to create a new assignment, the default value of submissiondrafts is "No".

When using the test generators to create a new assignment, the value is 1.

The generator should always match the default values used in the UI.

The same is true for assignfeedback_comments_enabled which defaults to enable via the web UI, but disabled via generators.
