Use two letter country codes in HTML attributes (to conform with BCP 47)

      Using the Site Improve chrome accessibility extension tool, I am advised to use two letter country codes in lang and xml:lang HTML attributes to conform with BCP 47 standard.

      See attached screen capture showing HE_KIDS (Hebrew for K12) language pack.
