Annotate comments dissappear after saving for a student with no file submission

      Description

      Hello,

      Annotated comments disappears after saving when provided for a student that has no submissions. Tested with Moodle 3.9 & 3.5

      Steps to repeat (as an admin/teacher):

      1. Create assignment activity
      2. Add few users to the course
      3. Open assignment grading windows
      4. Open random student
      5. Add annotate comment
      6. Press Save changes
      7. Notice how the comment disappears.
