Hello,

Empty annotate comment dissappears before you have time to select template from the quicklist. Tested with Moodle 3.9.3

Steps to repeat

1. Create assignment
2. Open grading windows
3. Add annotate comment and select "add to quicklist"
4. Add another annotate comment and try to select saved item from the quick list -menu
5. Notice how annotate comment dissappears before you have time to select a template from quick list- menu
