Available language packs unsorted, difficult to locate

      1. Login as admin
      2. Navigate to Language > Language packs in site administration
      3. Confirm the Available language packs list is alphabetically sorted
      4. Confirm installing new language packs continues working

      When viewing the list of available language packs to install for a site, the languages are not ordered consistently making locating specific items difficult/time consuming

      Would be good to be consistent with how the list of installed language packs is sorted
