Certain LTI External Tools cause larger files during backup

Was notified that some courses were taking a long time to backup. When I investigated, I found that the panopto external tools were the cause. After opening up a course backup file (.mbz), I saw that every Panopto lti xml was ~90mb in size. I will attach the 1.3mb backup file which includes this file. Realize that every lti.xml file related to a Panopto external tool assignment had this issue.

Attached the sample course backup file. Inside the file is an activities folder with a single lti activity. Inside that activity you will see the lti.xml file.
