Determine the best way to integrate the library into development, and review processes

As part of the inclusion of the component library into Moodle core, we need to determine how it fits into our processes. This includes identification of:

1. which features should be documented
2. the level of detail to document
3. whose responsibility it is to add documentation
4. peer review requirements
5. integration review requirements

The decisions above may have a potential impact on automated tooling, including CiBoT.
