During an assertion of a badg we issue we now have the subfolders from wwwroot in our issuer url, they appear didn't before.

I think the function get_badge_issuer() should just return the scheme and host for a badge issuer url, as newbadges.php does,  It shouldn't include any subfolders included in $CFG->wwwroot.
