Upgrade mimetex to 1.77

      To test this user needs machines with:

      1. GNU/Linux
      2. Windows
      3. Mac

      The binary for arm was verified  with the help of qemu. But advisable to test with arm CPU.

      The testing instructions are given below:

      1. Login as admin to your moodle account.
      2. Enable Tex notation in  Site Administration > Plugins > Filters > Manage filters
      3. Now in the url goto /filter/tex/texdebug.php and enter "\version" in the text box and select radio button "Show a graphic image of the algebraic expression rendered with mimetex." and click "Do it!"
      4. User should be able to see a mimetex version 1.77 image (see attached image "1_77_version.png").

      Repeat the above steps for Freebsd, GNU/Linux (x86_64, Arm), Windows and Mac.
