Moodle quick Grading feedback input displays HTML

Hello, 

1. Teacher views all submissions for an assignment.
2. Clicks on grade to move to grade screen.
3. Adds feedback for the particular student with Editor
4. Navigates back to assign view all submissions.
5. Selects quick grading option
6. HTML from editor displays in feedback text area.

We are using 3.9.4 with Boost theme,  no real theme midifications except using scss / stylesheet from GUI.
