Description

Important note. This only can be integrated once we are green!

Move both 311 and master, travis and gha integrations from php74 to php80.

Just that. Easier to do than to achieve green status. Special note to the lack of XMLRPC in default images that can be a problem (we have it fixed in our php80 images but neither travis or gha use them, aka more skipped).
