Participant filter - never logged in once

      As a teacher I want to be able to filter the participants in my course that have never logged into the course once.

      I am not sure if it is a regression or an improvement, because using the filter argument in the way I descripe in my test scenario. I understand why it does not do what I had expected. 

      Test scenario:

      As a teacher I go in my course to Participants.

      In the filter I make the following selection:

      • Any
      • Inactive for more then
      • Never

      I see now all the participants in the course. I had expected to see only those who never logged in once.
