Make it possible to style toast notifications

      Testing new features:

      1. Download block_mdl71089.zip block and install it
      2. Add the block to the dashboard
      3. Test different notification options in the block
        1. Check "Show standard Toast" autohides
        2. Check any other "Show ... Toast" notification closes when clicking "X" right button

      Testing no-regression:

      1. Create a new course
      2. Access to participants page
      3. Enrol a new participant
      4. Check that "1 enrolled users" notification is shown

      It would be good to have the possibility to add some styling to the toast notifications.

      I would approach it adding an extra configuration parameter in toast like "type: info/danger/warning/success". Then notification colors could be changed and an icon added.
