wrong message when clicking on an unenrolled student

When clicking on a link to the profile of an unerolled student, e.g. in a forum post, one gets the following message;

The details of this user are not available to you.

It used to be (in 1.6 and earlier) that one got a message saying that the student was no longer enrolled in the course, which is much more friendly than this message that implies that you are trying to look at something you have no right to look at.
