Automated backup: Ability to limit runs of backups that keep failing

      Description

      A course backup fails from time to time for different reasons. And some times backup for a course keeps failing for one reason or another. If a course backup keeps failing, then there is no reason to keep running it.

      My suggestion is to keep track of how many times a course backup have been tried without completing and if the number of runs goes above a defined threshold, we exclude the course backup until the necessary actions have been taken. If the backup completes successfully we reset the counter.

      Attached is a POC for the idea. Feedback is much appreciated. Is this the right way of solving this problem? Is there already functionality in place for handling cases like this?
