Colour contrast issues with striped tables and dimmed text

    Description

      When text-muted or dimmed_text class is applied to a text in a striped table, the colour contrast ratio between the greyed-background rows with the dimmed text is 4.19:1 which breaks WCAG 2.1 Level AA requirement.

      Either we darken the .text-muted and .dimmed_text classes or lighten the background of the striped table or both to achieve the required 4.5:1 contrast ratio.
