Change site registration notifications and newsletter subscriptions to opt-in checkbox

      Tests both themes, Boost and Classic (Clean in 35).

      1. Log in as admin
      2. Go to Site Admin -> Registration
      3. Confirm the notification and newsletter are now checkboxes and are unchecked
      4. Enable the checkbox for notifications
      5. Confirm the 'Use another email' checkbox appears
      6. Enable the 'Use another email' checkbox
      7. Confirm the text box shows up.

      Currently these fields are drop-downs (yes/no).

      We should change them to a check-box which confirms the subscription action, default for the checkbox should be unticked.
