Deleting Assignment submissions isn't adequately logged - 3.10

      Steps to reproduce, same as MDL-31220.

      These are the logs when I've uploaded 2 files to an assignment:

       

       

      and these are the logs when I've deleted one file from the submission:

       

       

      The event name "A file has been uploaded" and the description "...updated a file submission and uploaded '1' file/s in the assignment" is not correct. The event name should read  "A file has been deleted" and description "...updated a file submission and deleted '1' file/s in the assignment".
