Move the screen reader helper button to the first row

      Test 1: New installations

      1. Install Moodle using the master branch
      2. Go to your profile page and click on the 'edit profile' link
      3. Scroll down to the 'description' field
      4. Verify that you see the 'Accessibility checker' and the 'Screenreader helper' buttons on the first row of the editor toolbar

      Test 1: Upgraded sites

      1. Install Moodle 3.11
      2. Upgrade your Moodle to 4.0dev (switch to the master branch)
      3. Go to your profile page and click on the 'edit profile' link
      4. Scroll down to the 'description' field
      5. Verify that you see the 'Accessibility checker' and the 'Screenreader helper' buttons on the first row of the editor toolbar
