block_accessreview stops update process if accessibility tools are disabled

      1. Install Moodle with tag 'v3.11.0-beta'.
      2. At the "Advanced features" page of the "System administration", uncheck the "Enable accessibility tools" setting and press "Save changes".
      3. Update the Moodle code to the latest version in master and MOODLE_311_STABLE (depending on the branch you're testing).
      4. Run the upgrade process.
      5. Verify the upgrade completes without error.

      Hi,
      I just tried to update Moodle 3.11beta up to 3.11rc1. The update process stops and showed an error message the the block_accessreview is to old or damaged. I deleted the filter moodle/blocks/accessreview and could install the other parts of the new release 3.11rc1.

      This will happen if the "Enable accessibility tools" option is disabled in the "Advanced features" admin settings.
