Add qbank_tagquestion to core

      Test scenario 1

      1. Login into the Moodle site as an administrator
      2. Navigate to: Site administration > Plugins > Plugins overview
      3. Confirm:
        • That the “Tag question bank feature” plugin appears under the "Question banks plugins" section

      Test scenario 2

      1. Navigate to the created course: Actions menu (Gear icon) > Question banks
      2. Find the created question.
      3. Click the Cog to see the list of actions.
      4. Select Tag.
      5. Confirm:
        • That a modal pops up and the tags can be added for the question.
        • That after saving, the question has the added tags.

    Description

      This implementation will introduce a qbank plugin "tagquestion"
      which will implement the tag question actions in the question
      bank view by replacing the core class. Having this plugin
      will give users the flexibility of enabling or
      disabling this action.
