If a 3rd party payment gateway is installed, and then later uninstalled - the records in payment_gateways, payment_accounts,and payments tables related to the plugin remain in place.
so - if you then install the gateway again, your previous config/account settings are magically "restored" - this is not typical expected behaviour when uninstalling a plugin and should be handled by the core payment api.
