Configurable defaults for Announcement forums

      1. As admin go to Site administration -> Plugins -> Activities -> Forum
      2. Change Default Announcement Forum Settings -> Maximum number of attachments to 8
      3. Change Default Announcement Forum Settings -> Subscription mode to Auto subscription
      4. Create a new course
      5. Go to the new course
      6. Edit the announcement forum

      It should have Subscription mode set to Auto subscription and max attachments should be 8.

      Can we have  configurable defaults for announcement forums like we have for normal forums?

      E.g.

      Announcement forums have forced subscription by default. It can be annoying for users with non-editing rights to receive mails from courses they have passed/not taking in the current semester

      Another can be attachment count is 1 by default for announcement forums and we have seen in our system that announcements when carrying attachments need to have more than 1.
