      As an admin:

      1. go to Site administration -> Courses -> Groups -> Group default settings
      2. check "Hide picture"
      3. go to some course -> Groups -> Create group

In the group creation form "Hide picture" should be set to "yes".

When (automatically) creating new groups, the default setting is "Hide image = no". This leads to the fact that with several group memberships in the forum for each group a "placeholder group icon" is shown. Therefore it makes sense to change the default setting to "Hide image = yes". That's why we were thinking about a new setting in Site administration where you can change the default of hiding the picture "no" to "yes".
