Random failures on log in/out from various scenarios (take #2)

      Description

      This is a sister of MDL-67935, where the same type of errors (unable to login/logout) were fixed within some badges scenarios.

      Maybe the solution is similar.

      Basically the same error, but in scenarios like (please add more if found):

      • Changing preconfigured tool selection
      • Editing a manually configured external tool
      • Editing a tool's settings that was configured from a preconfigured tool that supports Content-Item
      • Editing a tool's settings that was configured from a preconfigured tool that supports Deep Linking
      • Tool that supports Deep Linking should be able to configure a tool via the Select content button
      • ...
