Date of Locking Grade does not roll with new Course Start Date

Have a course (the original) that you want to backup and restore for a new date a year in the future. Have at least a forum activity in it with ratings enabled. Course Start Date of the original 1 January 2020 00:00

1. Go to the gradebook setup, edit the Grade Item for the forum, click on Show more.
2. Add a date for Lock after on 10 January 2020, 23:55 Enable and save.
3. Backup the course without user information.
4. Restore as a new course with Course Start Date 1 January 2021 00:00
5. Go to the gradebook setup, edit the grade item for the forum click on Show more.
6. You will see that the lock after is still 10 January 2020 23:55. It has not rolled with the new start of the term like the other restriction and availability dates in the course do.
