Rubrics and Marking guides with several criteria do not scroll when in pop up mode in 3.11

      As noticed by our MEC facilitators and confirmed by me on the School demo site, if you have an assignment rubric with a number of criteria and you click the X to have it pop up, it no longer scrolls and it is not possible to grade with it.

      The workaround is to click "Collapse review panel" and have the rubric full screen, but not everyone prefers to work this way.
