Actions should be shown in an Action menu instead of showing individually

      1. Navigate to Reports > Report builder > Custom reports in site administration
      2. Press "New report" button
      3. Set Name to "My report" and Report source to "Users" and press "Save"
      4. Press "Close"
      5. Confirm there is a cog icon on the "My report" row
      6. Press the cog icon and click on "Edit report content"
      7. Confirm we are seeing the Users report, the columns selector on the left, the Conditions/Filters/Sorting/Card view dropdowns on the right,  and press "Close"
      8. Press the cog icon and click on "Edit report details"
      9. Confirm a new modal window is shown to edit report name and press "Cancel"
      10. Confirm focus has returned to the cog action menu on the "My report" row
      11. Press the cog icon and click on "View report"
      12. Confirm the report is shown in view mode (There is no columns selector on the left and no Conditions/Filters/Sorting/Card view dropdowns on the right of the report)
      13. Navigate to Reports > Report builder > Custom reports in site administration
      14. Press the cog icon and click on "Delete report"
      15. Confirm a new modal is shown asking for confirmation to delete the report and press "Cancel"
      16. Confirm focus has returned to the cog action menu on the "My report" row

      System reports show actions individually but timhunt mentioned during the UK moot presentation of Report Builder that it would be better and it would be more consistent with Moodle if report actions would be shown in an Action menu instead.
