Allows modifying the mail template for Forum notification email

It's great to add email template modification in the site administration page

1. More readable email subject (now it shown the course short name with the forum topic name and the breadcrumbs)
2. Allows to remove Profile image, by Whom and timestamp
3. Allows adding single line spacing above and below the message.
