Atto/RecordRTC: convert A/V to 'universal' formats (MP3)

      At the time of writing this, these are the browsers supported/to be tested
      1. Theoretically supported, modern versions of:
        1. Chrome
        2. Firefox
        3. Opera
        4. Edge
      2. Not supported (should show a message about it "WebRTC not supported"):
        1. Safari (verified already)
        2. Safari iOS (verified already)
      Step 1
      1. Go to Site administration > Plugins > Text editors > Atto HTML editor > Atto toolbar settings.
      2. In 'Toolbar config' check that 'recordrtc' is listed in 'files'.
      Step 2
      1. Go to Site administration > Plugins > Text editors > Atto HTML editor > RecordRTC
      2. Verify that the "Record using MP3" checkbox is enabled
      Step 3

      Requires computer with microphone and testing on all supported browsers

      1. Edit your profile.
      2. In the 'Description'.
      3. Click on 'Record audio'.
      4. Record something
      5. Attach it.
      6. Confirm it plays back in the editor.
      7. Click on download in audio controls and check file format is .mp3
      8. Save.
      9. Visit your profile.
      10. Confirm it plays there as well.

      The 'problem' is that staff aren't au-fait with open-source A/V formats, and thus OGG and WEBM scare them.

      So the suggestion is to convert the submitted recordings to MP3 for audio.
