Cannot run core tasks via "Run now" from scheduled tasks list

      1. Login as admin
      2. Navigate to Server > System paths in site administration
      3. Ensure Path to PHP CLI is correct
      4. Navigate to Server > Tasks > Scheduled tasks in site administration
      5. Locate Download available H5P content types from h5p.org task in table
      6. Confirm presence of Run now link in the Task run column for said task

    Description

      Seems that MDL-70230 only considers tasks to be runnable if they belong to an enabled component (excluding those belonging to moodle, core, etc)
