Disable Edit mode

Navigate to Participants tab

Confirm action menu is aligned to right of container

Open block drawer

Close block drawer

Navigate to Course tab

Press Announcements forum

Confirm action menu is aligned to right of container

It is not positioned to the side of the container.

Could be related to ~~MDL-71456~~. It also might be affecting other pages in Moodle.
