iFrames missing title attribute

Replication steps: Use Axe DevTools to scan a page showing an External Tool (embedded display) or any other content displayed with iFrame (eg a video embedded in text area). Alternatively, inspect page to view code.

Expected result: all iFrames contain unique and non-empty title attributes. No Axe error is given. Screen reader users use this information to navigate pages.

Actual result: iFrame elements contain no title attribute. Axe DevTools  gives “Frames must have an accessible name” error.
