Remove Word censorship filter (filter_censor) from core

      1. Login as admin.
      2. Go to "Site administration > Plugins > Plugins overview".
      3. Verify there is no longer a mention of the 'Word censorship' filter.
      4. Create a course.
      5. Add a forum.
      6. Enrol student s1.
      7. Login as student s1.
      8. Access to the course and post a discussion in the forum containing any of the bad words defined in the 'badwords' string in the lang file.
      9. Check the bad words are displayed (so they are not replaced by asterisks).

      Remove filter_censor from core and add it to the plugins directory.

      Eloy discovered that it's not working as expected from, at least, 3.9 onwards: MDL-72336. And Helen mentioned that, even when it was working pre-3.9, it didn't work well (e.g. MDL-61336).
